I don't know if this is a sign that you shouldn't get a dog. I think it might be a sign that you should have patience and faith. I mean, he's doing better.
Besides, after all that this puppy has been through, he's going to need someone to love him, and pet him, and keep him safe. And I can't think of a single person who would be better at that than you.
So, I'll keep my fingers crossed that Harry will be able to come to you soon. Don't lose hope. If you weren't supposed to have a puppy, I'm pretty sure that this poor dog wouldn't be tortured this way. If you weren't supposed to have a puppy something would happen to prevent you from actually getting a puppy (like an animal ban at your apartment or something). I think Harry is getting sick because you can handle loving him through it.
