I think that the cartoon mentioned here is, in fact, racist.

Racist against the chimps, anyway.  They could write a better stimulus bill than the one that was signed in.

While the racist meaning probably wasn't intended, it was the first one that came to mind for me. I hadn't heard of the chimp shooting being referenced, and, seriously, the cartoonist really should have known better. I'm sure at least half of Americans would have seen the racist interpretation first.

It's just a fact that minorities have been subject to racist caricatures for centuries, and you need to exercise special care NOT to reference these caricatures if you want your satire to be interpreted as intended.

The stimulus bill did suck. Waaaay to many business tax breaks.
