Consider whether you want a three-quarters or the full deal. If you're not picking it up from a shop, see if it comes with a bow (should be a short heavy one) and a case. Check how old the strings are.
How serious a cello do you need? Cheap ones are going to be made out of plywood, plastic bows, stuff like that -- it's probably good for practice and for beginning students but if you're getting an advanced one, make sure you get a wood bow, ebony for the tuning pegs, etc. -- basically just see what it's made out of, cheap wood or good stuff. Glue matters too.
There's always a HUGE influx of cheap instruments from China or Korea. See where it was made. Google the brand name if you can.
Beyond that, google for advice! You can probably find a ton. This is all really general advice, I'm not really a strings person.
