So, when you don't hear back, is it better to contact again, or not to contact again? Contacting again, on the one hand, keeps you in their mind. On the other hand, it runs the risk of making you a pest....

If you don't hear back, definitely reach out. The point I was trying to get across to my friend was that it had only been a couple of weeks. I'm not sure how things work in the music industry, but my guess is it's not much different from publishing, where you simply adopt the mindset that you're not going to hear anything for a month or so. (Some magazines and publishers, either online or in WRITERS MARKET, spell out how soon you should expect a reply; I've seen some of them say two or three months and more.) Today I received a response for a client's query that I sent out three weeks ago; last week I received one from three months ago.

So give it a month before you politely inquire.
