Have you tried investing in a fan or some other device that makes white noise? I've been using a fan for years now, and it really helps muffle other noises and puts a blanket of white noise over the room. It's nice.
I have to be honest-- fans kind of weird me out. They remind me of crappy living and/or feeling nauseous while trying to sleep through the summer with no air conditioning. But I like thinking about these "other devices" ... maybe I should invest in an ocean simulator or something.
Hm, k... If I may (and I guess I may since you can't stop me), I'll suggest some options for you.
1) White Noise Machines. One of my suitemates has one. It's a small cylinder and you simply adjust the top portion to achieve the overall "tone" of the noise. He says it works very well.
2) Those tall standing fans. It's great. It's a nice cross between fans and white noise machines.
