When you can head back in, get photos/video. Notate what's wrong in each frame (crap food, no proper shelter, too hot, etc.). Send one copy to the person in charge of the store with a strongly worded "I'll make sure no one I know gives this establishment any kind of business until you either give them adequate space or remove them from your inventory" letter. Send another set to the humane agency for your area to get a formal complaint on file.

If you can't go back in soon and get the pictures/notes you need try your gentle "I wanted to buy your chinchillas but spoke to a friend who said that they are probably sick due to the heat and now I'm unsure about purchasing them." See what they say, if they do anything. It's worth a shot, I think.
Regardless still call animal control to report the abuse.
