I really don't know what I'm talking about since I've not dealt with cloth diapers, but I am going to recommend 20 Mule Team Borax. If it doesn't work out you can always make slime or silly putty.
My washing routine is pretty simple. The only complication is that since I'm usually near the end of the stash when I get around to washing, I end up doing two loads, and it takes nearly all day

Clean the washer itself by running a load of whites with bleach (not necessarily the diapers) -- just to make sure no nasty bugs are growing in the washer (yes, it happens).
Yes, Borax will help clean, especially if you have hard water. But you do need to make sure it gets rinsed out well, otherwise it's like leaving soap on your clothes (ouchie).
Since you're doing multiple runs on the diapers, bleaching them then doing another run with just water should remove the traces of bleach before they get to the baby.

hot wash with detergent (these days using Tide) and non-chlor bleach
cold rinse
when necessary,
cold wash and cold rinse with vinegar -- I fill up the bleach and fabric softener compartments (I have HE too).
I don't put anything in my dry pail, so no need for a dry soak.
