Will the draining of water through that pipe run the risk of compromising the integrity of the foundation at any point in the future? If so, I would spend the money for the sump pump and gutters.

I don't think the foundation is the issue as much as the Metro Sewer District.
One) They don't want a bunch of ground water running through their pipes. They would rather just manage the waste. Adding ground water to that just adds volume to an existing problem.
Two) There is a chance that sewage could back wash into the hole and cause other problems, such as eroding that section of the pipe or contaminating ground water.
But yes, I need to spend the money. I just don't wanna.
