Smoking weed can make folk go batshit if it sets off that rare and dreadful reaction making someone go psycho (no, not a pc term). I've seen it happen, I know folk who've lost the plot from it before now (but only since skunk got stronger and stronger) and it hasn't affected all members of a family because folk are different.
If he is out of control then a rehab place may well have been a good choice. That doesn't mean you can got in touch in some way (find out if he has email, for instance) and let him know you are thinking about him. You're obviously really distressed by the way his mum reacted- reach out if you want to x
