The issue is not that we mysteriously value content (literature) over writing skills, but that by high school, grammar is supposed to be beaten into you already. Elementary and junior high school teachers are supposed to do that. High school has traditionally (for whatever idiotic reason) been considered "college prep" (rather than vocational or anything else). In college, MOST profs discuss content over form.
