[Javert's cold, stern expression, resplendent with authority, appears on this video announcement. To those who know him there are two aspects of his personage that are immediately out of the ordinary: the first is his lack of top hat, which he never leaves home without. The second is the bright pink-and-orange cloth adorning his shoulders. What is

Uh yes, I have not been here for very long but I would like to join. I am Asbel Lhant.

What is your age? You are a teenager?
[Oh, Asbel will get work either way, but age will determine whether he will be dropped into apprenticeship or the full police academy. Javert is quite a bit too old to accurately estimate the teenager's legality.]

[It is remarkable how curt, cold and intimidating this Inspector of Police manages to be despite the Hawaiian shirt.]
Go to the Government District police headquarters and write an application with the administrative coordinator. Explain your experience, qualifications, and the reasons why you want to join the police. Thorough is better with these matters.

If you're looking for someone, I definitely want in!

[Javert looks closely at this boy, a pinch of a frown just beginning to emerge at the corner of his mouth.]
What position do you want?

I can do anything! Just name it!

You look young, [he observes flatly.] Let us hear your age. We will see what is appropriate.

This sounds quite interesting. I have some prior experience in this line of work since I'm part of a law enforcement unit back home. But I'll be willing to take any tests that might be needed for me to join.

[A pause. Javert raises his eyes and examines this fellow on the other end of the line. He certainly looks closer in age to the good Chief Inspector, and it is a welcome refreshment compared to the teenagers that come in expecting a position of rank. He scrutinizes the mustached man carefully and thoughtfully, an authoritative and cold air to his manner.
At length, he asks abruptly,]
What was your rank? Before coming here.

[He watches the other man study him with his eyes, not really bothering about that. After all, he was being 'appraised' for a job, so it is only natural for him to be under such examination, for the lack of a better word.
Clearing his throat, Armstrong promptly answered to the question.]
I was a Major of the Amestrian Military and one of their main State Alchemists. [He says all that in a rather neutral way. Even though he takes great pride on his abilities and position, Armstrong never really feels like bragging about those.]

After all, for the most part, a soldier respects authority with obedience. They are perfectly suited to most police work. Javert nods curtly.]
I don't care about your country, Major. Nationality is worthless here, you understand.
I will tell you that your application shall be received well. Explain your rank. You may qualify out of the Academy; that is best for greener fellows, not for old soldiers. But I can not make a guarantee until you finish the paperwork.
By the way-- [Chief Inspector Javert leans imperceptibly closer in to the video feed, his eyes cold and unwavering.] You mention Alchemists. I won't hear it now, but I will expect you to describe your special skills. Do not forget.

[...It was an interesting shirt, though.]
Naoto Shirogane. If possible, I'd like to join your force.

What is your experience? Or are you green to the Service?

I have extensive training and have worked for the last two years of a private detective. There are several infamous cases I have played a part in solving.

[Perhaps this one isn't as young as she looks, if she has already worked in the field for several years' time. Javert, though calm, does not for one moment allow his gaze to stray from hers.]
Go to the Government District police headquarters to complete one. The administrative coordinators there will tell you what to do. Every person is a stranger in this city; I do not expect character references. Be thorough with your experience instead.
Do you understand?
