What about Love, Actually?! That whole movie is such a loving tear-jerker.

That movie is truely beautiful and shows what love is really like but I can't really define it as the most romantic movie or even having the most romantic scene in it.

Love it but sorry, not on my list. *shrugs*

IT IS AMAZING! All time fav film ever! Just so romantic as long as you have an open mind, if not, you won't get it.
