No idea why it popped into my head, but I literally had a dream about this snippet of a cartoon that I watched as a kid and remembered it being a particularly epic sequence.

The Sandman was creepy, but perhaps you have forgotten about:

The Bogeyman.

The bogeyman from the ghostbusters cartoon was quite possibly the most frightening thing ever put on child programming.
That voice would make Chuck Norris turn on all the lights in his house.

I can't help it, when ever I watched this show I keep thinking Garfield when Peter talks and Chief Quimby when Egon talks.

There was an episode of Ghost busters that scared the ever living crap out of me as a child, I couldn't even get through the whole episode. Hell if I remember the name of the monster. All I remember was that you turned into the monster after long exposure to it or something it gave you. I think in the end it was a metaphor for drugs. Don't do drugs kids, you'll turn into an F*ing frightening monster and then you'll turn other kids into monsters and drink their souls.
