Well, this might not be the case for international connections, but in the states those tech support call centers that contract with computer companies to take their calls often have a dedicated line. Expensive up front but cheap ever after. I think that's what Sykes did in MF... I remember there was a bit of a hubbub about them not being able to install their tremendously large fiber line, and how MF wanted the phone company to take advantage of the fact that Sykes would be paying for a fiber lay, and plant a MF fiber line in the same trench so that all the MF folk would get higher bandwidth.
I seem to recall that not quite working out.

All of their customer support is actually located in other countries. There was a new article about it how most big companies like MSN, Dell, and Yahoo and quite a few others station their customer support other countries.
So pretty much if anyone has a 24/7 customer support it's good to assume this support is located in other countries.
