One of the best ways to have the tree and keep everyone safe is to put the tree into a play pen (on a box if necessary). Everyone can see it, baby can't get to it. Plus the presents can still go under and be safe from little hands until Christmas morning.
My little guy was (still is ) very grabby and anything, even ribbons, would have ended up in his mouth. Thankfully last christmas he wasn't moving all that much, play pen action will be needed this chistmas in our house :)

Suspending the tree from the ceiling, while not practical for everyone, would be useful in keeping him safe.
