I was gonna ask, do you know anything about Belphegor? I think the first clue might be about him, but I dunno if he has tactics or not.

I don't know much, other than he's in a team with Sasuke. He mentioned tactics in his partnership description though.

Yeah...that's why I thought it could be him. I mean, looking at the people who smile a lot, he's the only one who fits the second half. I was able to eliminate everyone else I thought it might be.
