I write academic things, not fiction, but the process of having some seemingly little thing that stands in the way of finishing for a long time feels familiar. From this experience, for me anyway, the very process of stalling often carries something in it. I read a word in one writing guide I really liked: Percolation. Things sometimes need to percolate. That in the end they come out as 394 words does not necessarily mean that it is all that was keeping one from getting there.

Well don't worry. I can easily write 100 words in a week. I work at a snail's pace.
