The problem with learning Arabic is that there is not one, universal type of Arabic spoken throughout the Middle East, but many. Most, if not all, progams to teach Arabic will teach the Modern Standard Arabic, which is just the foundation. This means you won't be able to understand everyday "street-level" speech, but you'll be able to make yourself understood with a little bit of faith on the part of the native speakers. While you won't be able to speak Lybian Arabic, I'm sure that your goodwill in attempting to learn the language will go a long way.

About as close as I got to arabic was being able to identify their numbers when I was in Bahrain.
