Who is Charlie Brooker?

well that and what i do write is for a very private audience
moving on from there

Who the heck is Charlie Brooker? 
He sounds like the mysterious Third Man imagined by Greene, 
or a chain smoking raspy voiced informant against the government, whose face is only known
