I can so see a situation like this happening to you. What I don't understand is you weren't even getting out of your car or anything so why did he think you were parking if you were merely pulling up to let someone out. It wasn't really any of his business either unless you parked in a spot that you weren't supposed to. Sounds to me like he needs his golf cart stolen and put back on a golf course. As he was chasing you, I would've quickly shiften in reverse. Oopsies...he might want to get that golf cart out of the way quickly.
