the top part explains it. basically it's just a post where you can go to say something nice about people on LJ. Once someone adds someone else's name they appear on that list so you can just click on their name and leave a comment about what you like about them. :)

Thanks, I figured it out finally...i was clicking on the thread links and I didn't realize it took me to the comments about that person...it just seemed to load the same page over and over again. But I got it and added to it :)
