However, that sounds like me at my old apartment. I'm sure it has a lot to do with the age/draftiness of your building, but also the heat vents probably too. Our heat vents were on the ceiling, and it didn't ever have enough power to pump the heat out enough to feel it at ground level - so there was literally a cold WIND that circulated at our feet constantly.
Now our house, although super old and outdated, is a heating machine. Where we used to have to turn the heat up to 75 in order to feel even slightly warm in the house (even with all the clothes on), I can turn my heat on 70 now and walk around barefoot. I think that also has a lot to do with how well I've been able to cope this year too.
