See, um, there are also other rules that go with The Rule. Kind of like the Bill of Rights goes with The Constitution. Separate entities, but they're related. Just like The Rule and the rule are related. There are a lot of regulations to keep daemons and angels from just shamelessly beating and bombing and destroying the Hell out of one another
