I think the answer is very simple: her role in Postal Service. I understand that Rilo Kiley's popularity has been growing in leaps and bounds since last year, but Postal Service's fanbase is further reaching (via American Eagle, Grey's Anatomy, The O.C. and Clear Channel). It doesn't matter that The Elected may be a better band, Jenny Lewis' album will make more money because she's the chick from Postal Service, therefore the press will get behind her album.
The main reason we're being BOMBARDED with info on her album is because a great deal of people actually bought a physical copy of Postal Service's "Give Up" in 2004. In 2005 CD sales dropped 7% (that's hundreds of thousands of CDs less than 2004). As we learned in 2004/2005 with the awful payola scandals, the media and the record industry hold hands and skip around in a field of daisies together, and when one suffers the other will help it get back on it's feet. JL's album has a good chance of selling to the Postal Service audience, but they have to TELL the audience first
