If he's not moving you should take him to a pokecenter, and fast.
If a pokemon starts to get weaker and it's not battling , then he's probably poisoned or burned. Take it to a Pokecenter, they will fix it in less than a minute
Most of that info is on your pokegear, but don't worry, it wont be lethal for him, it only makes him unable to batle, aside from that, he's fine.
I checked that info when I started traveling, in order to prevent events like these, but don't feel bad, he's going to be fine after you take him to the pokecenter
Oh dear dear dear... Well, for now, just do what you can to get back to the town you came from and get him to the Pokemon Center! Once you're there, the nurses can fix him right up!
[Puzzlette does her best to put on an encouraging smile.]
I-it's just that I've been out here for a d-day or two now and I don't know how long it is t-to the next city and- and... I wasn't able to purrtect him, I'm a terrible trainer...

[This is all sadly familiar, like looking back at a vision of who he used to be. His voice is gentle yet firm as he speaks.]
Nepeta-san, please listen closely. First and foremost, you have to get a hold of yourself. DeLeon is counting on you to be the strong one right now. For his sake, dry your tears and stay calm.

If you want to protect what's important to you then you have to focus. You were on your way to Violet City, right? How many days have you been traveling?
[Meanwhile digging out the paper copy of the map from his trainer handbook.]

Oh no! Nepeta, it's okay. I know it doesn't seem like it, but deLeon is just knocked out. If you're anywhere near Cherrygrove, the Pokémon center will be able to fix him up in no time.

No, no he's not. It's okay Nepeta, you're doing fine. You just...didn't know. But you should probably try going back the way you came. If you are where I think you are, you won't reach the next town for a few days. Just calm down...he'll be fine.
But I was trying to hurry... Now I have to go all the way back... And- and I failed him, I got him hurt, and... [She's starting to calm down from all the responses, and now she's swallowing air and hiccuping, trying to keep calm.]
