So who was the head of UNIT during the Pertwee/Baker era?

I didn't find it on the UNIT HQ site, but there's probably someone who has created -- er, uncovered -- that little bit of information. We had Sir John Sudbury as the liaison between Downing Street and Britain's branch of UNIT, but don't recall anyone mentioning who was heading the show in Geneva. Do you? D'you think he'd be British, Swiss, or even American in that era (doubt it would be a woman at that point, "Madam" nothwithstanding)?
