I think the fic works well without the arus imho. It's a serious fic and I feel like the arus would kind of ruin the mood. D8 But it's your choice in the end. Either way, the message gets across. :D
The conflicting feelings are well-executed in this fic. I definitely like how China is shown as neither blatantly at fault or blatantly at right, and how in the end he does care a lot about his citizens. The last part with the little girl really got me fdjafkaribnaeibaawwww i really have to stop getting so emotional over fics ;n; *sniff*
Anyways, I actually don't know much about this incident. But you wrote this very well, and I think I understand a bit more clearly what happened that day. Once again, great job on your part. :D
