would it be the president who could shut it off? I heard on the radio that it would be controlled by a certain department of U.S Government but did not have such access unless it passed down a line of important people that find the Internet considerably " dangerous", more of an emergency type of deal.

When I got to my street there was basically in the original bill, it seemed to give him the power to shut off, or limit internet access to / from, critical government facilities / infrastructures.

In the revised bill, it has to do more with cyber security than taking over the internet. At any rate the President has power to do lots of crazy shits any ways when it comes to controlling the networks of government operated places.

As we've seen more recently, it's absolutely necessary to take steps now to prevent cyber attacks from overseas (I'm looking at you China!), as our government seems to have a large desire to hook every computer with sensitive information, up on the internet...
