According to my research, what you have there is a Wartortle - second in a series of three evolutions. The little ball (pokeball) is the way you carry him around, if you don't want him walking with you. Like if you were taking him on the public transportation system! Nothing seems terribly clear on how to get them back inside the pokeball, though... From what it looks like, you point it at them and it will open, pulling the Wartortle inside in a flash of white light. Then, when you want it to come out again, you press the button on the front of the ball and either throw it, or open it. Many of the owners of such pokemon seem to yell phrases like "Wartortle, I choose you!" but I don't think it's necessary...
I've been having a hard time finding out what they eat, though! There seems to be some sort of... pokechow type food you can get in certain regions, but I don't know if they sell it here...
Ah, Sheska! Found that in one off your books, did you? Man, I really should read more... Thank you for telling me! I have given him fruits and vegetables, and he seems to like them just fine, so I guess that works to. Wartortle? That would explain the scars on his shell. Tough little guy then. I like that. I think I'll name him Ben.
