PDF software

I know several of you use PDFs a lot. So I'm wondering if you could give me any recommendations for software that is either free or cheap and can be used to modify existing PDFs. Ideally this would be software that works on a mac but windows software would also be okay. (BTW, this is for my mother, I still regard macs as the source of all evil :)).
