I find some peoples thinking rather odd to say the least

Take for a example this situation I've seen first hand - There's a liquor store that has located itself right next door to the unemployment office. But that's not all, a daycare for children setup their shop right next door to the liquor store

What city is this in?

Because city codes usually require adult-oriented businesses to be 500 feet from family/children-oriented places. I'm pretty sure that a daycare can't set up right next to a liquor shop in most places. So that's weird. Clearly there are some ways around that...
