Actually, that is one of the criteria used to predict rainfall. The others are, in no particular order,

2) Percentage of cars washed in the last 24 hours
3) Baseball games scheduled (double chances for make-up games)
4) Weekend (double chances for holiday weekend, triple for Independence Day or Canada Day)
