No, it isn't a joke, nor is it some tortured metaphor. Pete Sessions (R-TX) literally said that the House republicans would be looking to the Taliban in terms of tactics if Obama and them Democrats weren't obsequious enough for them.

"Insurgency, we understand perhaps a little bit more because of the Taliban," Sessions said during a meeting
