I saw these and even swam in them with friends at New Smyrna Beach. (I feel a touch guilty now knowing it was their reaction to being disturbed, though in retrospect that's kind of obvious.) They glowed on our skin like organic glitter. We dubbed them "the coolest fucking things in the world."

Anyway, the youtube video I linked to mentions the color turquoise, but the ones we saw were definitely what I would call electric blue. Maybe a little bright for cobalt, but still really neat shining in the bluish black of the ocean.

Oooh! I've actually swam with those too! When I was in Fiji, similar tropical waters to Florida. I remember them fondly though I couldn't see them as well as I wanted to, since while swimming I take my glasses off, but I fondly remember it as 'swimming both under and above the stars'. Blue glowy lights in the water always good. I remember standing on a bouy rope and just moving my arms back and forth in the water over and over.

I like electric blue (and blue glowy things) as much as I like deeper cobalt blue. :-}

Yep, that's them. I normally take my glasses off too, but we were wading at the shoreline so I still had them on. Blue's my favorite color - I too have an affinity for cobalt and electric, but really most varieties are pretty terrific. :-)
