By dead I do mean as a doornail, not this dead-but-not-dead City magic business. If they're well enough to have taken a hammer to someone's poor head, they're live by my definition.
We could use an official magic unit. Oh let's call them the Paranormal Investigation Division. Wait, Cpt. Kuchiki Byakuya is that you?
[ooc: It's preferred that characters who volunteer for Patrol Officers also have muns who feel they are fairly active enough to respond to in-game violence. Investigators don't have to be as active but muns who volunteer their characters for this position should feel ready to handle longer term cases like serial killings and what not.]
