That's Rob Pattinson filming the clock tower scene from the second book, New Moon. He takes his shirt off and steps into the sunlight and waits to be shredded to tiny little pieces by the bad guys.

He's playing a vampire, which is why he's so ridiculously pale. And all the little black dots are for the CGI that needs to be put in after the shooting because he's supposed to sparkle in sunlight like diamonds.
