Well, it could be metaphor, using the narrower class to represent the whole;
Or synecdoche, use of a part for the whole (or vice versa, but not in this case;
But I think it might be a case of fallacy of composition, where "one infers that something is true of the whole from the fact that it is true of some part of the whole."

ETA: If you want to drive yourself pleasurably insane, you can check out the Wikipedia article on mereology, which talks about proper parts of a whole. Okay, I find it pleasurable, but then, I'm weird.

The only thing I can think of is the "He who smelt it dealt it" fallacy - the idea that someone who says something about a problem must have caused it to appear by talking about it.
