On second viewing, I was almost convinced by the argument that SHIELD = Hydra isn't copping out, and then I hit the "Hail Hydras," and nope. Still disagree.

I think they went about 95% as far as you could possibly expect them to go in-genre - I mean, the argument that non-HYDRA SHIELD's prospective use of Project Insight was okay was pretty comprehensively rejected. Though looking at what you say again, I guess I'm picturing SHIELD as a real thing with a partially-HYDRA core, rather than being HYDRA? Because yeah, if you just see SHIELD as a shell then I agree, that does leave you with the implication that it's all HYDRA's fault ( ... )

I mostly quoted this, though, because I wanted to talk about how difficult and/or hilarious the recruitment process for HYDRA-within-SHIELD must be. I mean, do they recruit into HYDRA first and then slip people into SHIELD through manipulation of the deeply convoluted federal civil service process? Or do they sidle up to people who intentionally joined an organization whose history is rooted in battling specifically HYDRA and say "hey, funny story..."

I just want to dwell on this scenario for a while.
