This is my first tutorial ever, so I'm sorry it its a little unclear. I will try to help if you ask questions. =D
1.
Firstly, take your base.
In this case, I am using the above picture from Fruits Basket.
(I apologize if you haven't read far enough to know a certain spoiler, by the way.)
Sharpen it, do the usual prettyfying techniques.

To make the picture a tad darker and easier to see, Duplicate the base and set it to Linear Burn.
To lessen the harsh lines you get, lower the opacity.
I have mine set to 44%.

If your image has a very light background, we have to fill it in with another color.
Since the white snow won't appear against the white background, make a new layer.
Take #5D6E99 and with a small brush, fill in the area around the character.
When you're done, set the layer to Linear Light.
Play around with opacities if you want, but we'll be making the color lighter anyway.
4.
This step is just a small alteration that may be skipped if you want.
Make a new layer and fill it with #C6D5D6, and set it Soft Light at 40%.
Make a another layer anf fill it with the same color, and set it to Color at 20%.

Make a new layer, and fill it with white. Set it at Normal at 100%.
Take a large eraser brush and erase over the character lighly.
Make sure that the white fades in with the light blue.

Take this tiny text brush.
I don't know where its from; if someone does, please tell me!
Add it to over the white and put it on Multiply at 100%, or whatever opacity you see fit.
7.
Take this kanji brush:
from justmi.
I erased the butterfly, and the English type to leave the kanji by itself.
Afterwards I set it to Multiply at 51%.
Now you can leave the icon like this, but if you'd like to add the snow, then follow the rest of the steps.
8. Take these 15 images from yumei_k.

Copy and paste them on top of your icon in the order.
Make sure o. is the top layer.
Set all the layers to Screen.
10.
Press Ctrl+Shift+M to get to Adobe ImageReady.
Hide all the layers except a. (the last the image closest to angel kanji layer.)
On the Animation Frames, duplicate the frame, hide a. and then reveal b.
After that, duplicate the frame, then hide b. and reveal c.
Do this repeatedly until you get to o.
11.
By the time you get to o. you will have 15 animation frames.
Press the first frame, while holding the Shift button and then click on the last frame to select all of the frames.
When you have them all selected, go to the first frame, click on the sec, and change the time to 0.1 seconds per frame.
12.
Go to File>Save Optimized As.
And you're done! Try not to follow the tutorial exactly.
Have some fun with it. Add or subtract your own steps.
