Hmm... your base colors are too dark. Use lighter colors for things like skins, and choice a more yellow color as well.

Also, before you color, make sure to at least clean the manga image. Well, it's something around that.

Just look around colors and see which one looks more like skin. Your biggest problem is your base color.
Use any ways you like, just make the scan look cleaner.
