i don't know much about this, but maybe you want to read this Make guide on how to make a battery powered LED flashlight and go from there?

I think I'm going to follow the instructable article on making LED "throwies," only without attaching magnets, and just taping it to me instead.

But there is a cost issue, since at this stage I'm dealing with Radio Shack's gouge-the-consumer prices.
