er ... i'm guessing it's different for where you live,
but i know that here where i live, you can show your birth certificate instead.

have you asked the people in charge of handing out passports?

No you don't. 131232 - Passport Information Line (in Qld)
If you need photo ID you can get an 18+ card from Dept of Transport.
I used to carry a passport for ID, not very bright I am. I was mugged and lost my bag with passport in it.
