In Photoshop 7

Pick out, crop, and prep your base image (lighten, etc)


Make a selective coloring layer with the settings
(my objective was to brighten the image/bring out the blues and skin tones.
Feel free to teak this to suit YOUR image!):
REDS: -100 // -7 // 19 // 0
YELLOWS: 100 // -11 // 17 // 0
CYANS: 100 // -79 // 0 // 0
WHITES: 0 // 10 // 31 // 38
NEUTRALS: 0 // -8 // 0 // 0
BLACKS: 0 // 0 // 0 // 2


Create another selective coloring layer.
REDS: -38 // 0 // 10 // 0
YELLOWS: -17 // 13 // 8 // 0
CYANS: 0 // 44 // 0 // 0
NEUTRALS: 3 // 1 // 8 // 0


Create a new layer and flood it with 001535. Set it to exclusion @ 100%


Make another layer and fill it with FFB8F2. Set it to soft light at 24%


Make another layer and flood it with A6E8C1. Set it to color burn at 52%


Create one last layer and flood it with FFF4A8. Set it to multiply at 13%


You may sharpen you image/whatever else you may like.
I sharpened mine once.
