What exactly is "Fringe"?

I'm not sure if this is an Australian term, something local, or if I'm just terribly uncultured. Any one of those are possible.

Fringe Festival - fringe arts. Mostly smaller companies, but loads of comedy, circus, puppetry, magic and less well known theatre groups or plays. And music, and visual arts, and busking and.... XD

Pretty well everything that isn't huge and mainstream.
