Ebay only charges fees for listing an item (from what I recall).

I have a Premier account on Paypal and it takes 2.9% (unless you receive more than like $1000, then they start discounting the percentage) and 39 cents from each transaction in which someone is send you money. I recommend a Personal and a Premier account, so that if they pay with a paypal balance, you can use the personal without getting charged fees and a Premier so people can use CCs.

And if you just want to sell, why do you want to link a debit card to PayPal? You can become "Verified" PayPal just through a valid bank savings account.

Auctionsniper is also way way rad for getting something you REALLY want.

You get a number of free "snipes" to use conservatively, then they start to cost money. I have 1 free one left, since I've only gotten a few things using it.
