It used to be like that all the time when I was living in Washington DC. ;A; It totally sucked, my friends and I were coming home late at night one night during a weekend of a trade summit and a helicopter followed us home TAT

the funny thing is because of the arrangements the ppl that commute around that area by car/taxi actually took less time... cause there were no traffic jam at all...

It affects me too, I have to take the train instead of bus which takes me longer. -_-

*sigh* the mtr was more crowded (yes, the normal rush hour got more even more crowded!) than usual, cos more ppl are using it instead of bus/tram/ferry...
