So did I tell Ya'll I don't live in a safe area? Some kid got Stabbed to DEATH two miles away from campus, when a verbal confrontation escalated to a physical fight in front of an apartment complex, and one of the kids was a student. Link:

I find it interesting that the police are surprised such crimes are happening. From what you've told me it's nothing new. They really should beef up security around there. Also what was the guy doing out walking around at 2:30 on a Thursday morning? That's just not smart.
Dude if it is the downstairs tenants he should totally pay for it. I'm sure it's against some sort of health code violation.
