One of my drunks that I arrested managed to make it home safely, but with some obstacles he overcame to make it in his house.

He drove across 5 neighbors lawns, clipped an Explorer in a driveway (making it do a near 180), clipped the corner of someones house, then came to rest INSIDE someone elses house.

Thankfully no people were involved in his path of destruction! You gave him far more chances than I would have. I have very little patience for drunk drivers. You wanna' drink and get drunk off your butt? fine - but don't drive a vehicle. Period. No excuses.
If he lived here, he would receive an abuse treatment program (28 days) and then turned loose to go out and do it again... after his 4th or 5th arrest for DUI, they *might* send him to DOC for 120 days.

"DUIs can happen to anybody"? Its not a heart attack or brain aneurysm. Someone had to make the willfull choice to throw back a twelve-pack of Coors, make a conscious choice to get in their car and 'it can happen to anybody'? It can happen to anybody who drinks and shows utterly bad judgement by figuring they can drive home. But if 'DUIs can happen to anybody' then committing murder can 'happen to anybody'.

in philly a refusal is an automatic one year suspension of the license. but you're only allowed to give one test - the breathalyzer or the blood test, not both. here, submitting to the breathalyzer constitutes cooperation...
