Well, after a bit of consideration, we've purchased the wood and some assorted attachment hardware, done all the filling, sanding, and painting, and our table now has a brand-new shelf.

You may want to rent one of those hefty industrial steam cleaners from the supermarket (I'm assuming they do tat out there) and seriously attack the carpet. It will help a lot.
