Apparently this is a dimension that defies space and time, pulling in souls of different existences. I still don't quite grasp the concept myself, but I've seen similar.

So this probably means you might actually get to meet said tooth fairy.

If you want to know how many residents there are, count the frequencies often, the number of people here shifts daily. I have yet to figure out the answer to your second question. Of course it's not for lack of trying, I just simply do not have enough data yet.
